The Postal Service™ will re-issue the non-denominated First-Class Mail® definitive, Forever (Liberty Bell) stamp on October 25, 2008, in New York, New York, in a pressure-sensitive adhesive (PSA) folded vending booklet of 20 stamps. The stamp, designed by Carl T. Herrman of Carlsbad, California, also goes on sale nationwide October 25, 2008. The stamp has also been issued in the following non-denominated formats:

Customers have 60 days to obtain the first day of issue postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® Web site at www.usps.com/shop. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by December 28, 2008.
Stamp Fulfillment Services also offers first day covers for new stamp issues and Postal Service stationery items postmarked with the official first day of issue cancellation. Only select stamp distribution offices (SDOs) will receive an automatic distribution of the Forever (Liberty Bell) folded vending booklets of 20, in crisscross packaging (Item 679211). Distributions are rounded up to the nearest master carton size (3,000 books for crisscross).
Initially, there will be no automatic distribution made to SDOs of Item 679200, Forever (Liberty Bell) folded vending booklets of 20 in straight packaging (Item 679200).
In support of the October 24, 2008, first day of issue, this 2008 variety of the Forever (Liberty Bell) folded vending booklet of 20 will be available at the first day of issue site in New York, New York, and through Stamp Fulfillment Services (SFS) in Kansas City, Missouri.
Philatelic centers requiring quantities of this 2008 variety of the Forever (Liberty Bell) folded vending booklet of 20 must requisition Item 679211 from their designated stamp distribution office. SDOs must not distribute Item 679211 to philatelic centers before October 17, 2008.
SDOs will not make a subsequent automatic distribution of Item 679211 to Post Offices. Post Offices equipped with the appropriate self-service vending machines should continue to order Items 676500 (straight packaging) and 676511 (crisscross packaging) from their designated SDO using a separate PS Form 17, Stamp Requisition/Stamp Return. Until supplies are depleted, SDOs will continue to ship Items 676500 (straight packaging) and 676511 (crisscross packaging) in place of Items 679200 (straight packaging) and 679211 (crisscross packaging).
Authorized Post Offices requiring additional booklets for restocking of the appropriate self-service vending machines should continue to order Items 676500 and 676511 from their designated SDO using a separate PS Form 17. Until supplies are depleted, SDOs will continue to ship Items 676500 and 676511 in place of Items 679200 and 679211.
SDOs requiring additional quantities of the Forever (Liberty Bell) vendible booklets of 20 (straight packaging) should continue to order Item 676500 from their designated accountable paper depository (APD) using PS Form 17.
SDOs requiring additional quantities the Forever (Liberty Bell) vendible booklets of 20 (crisscross packaging) should continue to order Item 676511 from their designated accountable paper depository (APD) using PS Form 17. APD quantities of Item 679211 will not be made available to SDOs until existing supplies of Item 676511 are depleted.
